Lighting is a broad category in the automotive world. There are many types. The commonest, however, are headlights, taillights, and daytime running lights (DRLs). All three show your position, both on the road and off it. A headlight has both a low-beam and a high-beam setting, for everyday driving and for extreme dark, respectively.
Hazard lights (flashers), on the other hand, are a headlight and taillight mode. They tell other drivers that you need help or that there's a dangerous situation nearby. Brake lights, however, tell that you're slowing and stopping, while signal lights (blinkers) tell that you're turning or changing lanes.
Fog lights, though, give you better visibility in the worst weather. Puddle lights, for another example, light up the areas under your vehicle's doors, making it easier to see and avoid obstacles when you get in and out. Specialty lights, however, draw attention to exterior accessories such as license plate frames.
Most car lights are one of three kinds: Xenon (also called high-intensity discharge/HID), LED, or halogen. When to change a car light bulb depends on the type. Generally, you should replace HID/Xenon lighting every few years, LED lighting if its electronics die or the light itself burns out, and halogen lighting every couple years.
